How can i get my Gadget side bar on my vista computer ?

Hannah! says:I have two accounts on my vista. 1 of them enables the gadget sidebar, however when i try to get it on the account i actually use it says: Windows Sidebar is monitored by your system administrator. Then i have to click ok and that is it. How can I change these settings xxxx.
